Overview
In 2001, HeidelbergCement started its market entry with the acquisition of the Cesla cement plant in Sankt Petersburg Oblast with a production capacity of around 1 million tonnes per year. Today HeidelbergCement in Russia operates a second cement plant in the city of Sterlitamak in the Republic of Bashkortostan, CMC, with a capacity of 2 million tonnes per year. The new TulaCement plant, located around 150 kilometres south of Moscow in the Tula region, has an annual cement production capacity of 2 million tonnes. The plant, equipped with state-of-the-art technology, was inaugurated in July 2011. Thus, HeidelbergCement has an annual capacity of about 5 million tonnes of high-quality cement in Russia. Moreover we are operating three cement terminals in Kaliningrad, Murmansk, and Arkhangelsk.
In addition to the cement business, HeidelbergCement operates one sand and gravel pit. The country management activities, such as Finance, Sales, HR, Communication, and Business Development are mainly handled in our offices in the city of Moscow and in Podolsk, Moscow Oblast.

The market
The Cesla plant located in Slancy, not far from the Estonian border, supplies the St. Petersburg market with various types of high-quality cement. Logistics gives Cesla an advantage, as direct truck deliveries to the customers' silos are cheaper than the combination of rail and terminals. The new plant in Tula region supplies the booming markets in Moscow and Moscow Oblast. The CMC plant in Sterlitamak provides HeidelbergCement with an excellent platform for the dynamic development of the cement demand in the Republic of Bashkortostan. The terminal in Kaliningrad is very important for construction activities in the Kaliningrad region, since there is no cement plant. In the very North of Russia, in the city of Murmansk, our subsidiary Norcem Kola imports and sells cement shipped by vessels from HeidelbergCement plants in Norway. Since June 2011, we have also supplied the Arkhangelsk region via an import terminal with cement from our Norwegian plants.
In 2011, the construction sector reported particularly strong growth. Exceptionally strong growth in cement sales volumes was recorded in Russia.
